You are invited to make a contribution to this fund and help the most at-risk families ensure that their children receive ongoing preschool and child care. At the same time your contribution will honor John Bancroft and his many years advocating on behalf of young children and their families.
Every gift, large or small, will help keep the scholarship fund viable. Your gift is important to this effort and will show John our appreciation of his years of dedication to the education of young children. Every dollar contributed to the John Bancroft Scholarship Fund will be put to use for families. Contributions go into an account administered by the PSESD Finance Office. Parent financial needs are reviewed and scholarship grants made accordingly.

The problem is that child care subsidy funding is erratic and declining. Parents often find out on very short notice that they have lost their state subsidy, perhaps due to a layoff or a chain of events set off by domestic violence. This problem is intensifying because Washington state is substantially reducing eligibility levels and funding for child care subsidies. Typically, when a parent loses the ability to pay for child care, the child can no longer attend the program. Yet research shows that children, especially those from at-risk families, are most likely to succeed in school and life if they have stable and nurturing care in a program like Educare until they go to kindergarten. A scholarship fund will allow us to maintain a child’s enrollment in Educare even if child care assistance disappears. A family can request a partial or full scholarship to cover the period in which they are out of work and do not qualify for child care assistance. A child, whose parent needs the opportunity to deal with barriers to building a strong family, can stay enrolled. In this way, the child’s learning and healthy development can continue without disruption and the parent can continue to receive family support so he or she can return to work or school. We estimate that at any given time, especially with projected state spending reductions, about 20% of the children in our center will require scholarships to maintain their enrollment at Educare. The Educare Early Learning Center serves children birth to 5 years of age from the most at-risk families. To enroll in the center, a family must qualify for Head Start, and be able to pay for the child care portion of the child’s day, usually through assistance from the state’s Working Connections Child Care program. Combined funding from Head Start, child care subsidy, and philanthropic support provides resources for the highest quality comprehensive services.
